Eligibility Requirements

In addition to the General Prerequisites the applicant for Hubert H Humphrey Fellowship Program:

  • Must have earned a qualification equal to a bachelor's degree in the United States. Candidates must hold a four-year bachelor's degree, a completed master's degree, or, if the bachelor's degree is less than four years, a full-time postgraduate diploma.
  • Must be eligible for leave and have at least five years of relevant professional experience (prior to August 2024); they must also have exhibited leadership skills;
  • Should have a history of community work, and 
  • Upon completion of the fellowship, they must promise to return to India.

Candidates become technically ineligible for Hubert Humphrey Scholarship if they fall into the below categories:

  • Individuals with less than five years of full-time professional experience as of August 20, 2024.
  • University teachers have no management or policy responsibilities except for English as a foreign language teachers and substance misuse prevention and treatment specialists.
  • Individuals who have attended a graduate school in the United States for at least one academic year in the seven years preceding August 20, 2024.
  • Individuals who have spent more than six months in the United States in the five years preceding August 2024.
  • Individuals possessing dual US citizenship or permanent residence status in the US.
  • I took part in recent State Department exchange programs.

  3. If you are currently employed, please add the Employer's Endorsement Form to your online application.
  4. The signed copy of the employer's endorsement form should be forwarded through the cadre controlling authority in the case of central or state government personnel. In the case of employed candidates, the employer's comments on the employer's endorsement form must indicate that leave for the fellowship will be given. On your online application, please provide a scanned copy of the employer's endorsement.
  5. Applications that are incomplete or submitted after the deadline will not be considered.
