Dr. NTR University of Health Sciences, Andhra Pradesh, has published new guidelines of Free Exit scheme under the NEET PG Counseling 2024 for the session 2024–25 in Andhra Pradesh. The Free Exit scheme is being offered to PG medical seats coming under the Competent Authority Quota (Non-Service) and Management Quota to students who have already been allotted their seats in phase-1 as well as in phase-2.

Steps to Avail of the Free Exit Facility

Candidates who intend to resign from their Phase-1 or Phase-2 seats should do so as follows:

• Reporting to the Allotted College: Candidates should submit an undertaking in the attached format, duly filled in, along with the official notification.
• Formal Resignation: The respective college authorities should ensure that the resignation is registered in the login system of the college.
• Return of Documents: Colleges should return all original certificates and refund the tuition and other fees collected from the candidates.
• Data Submission by Colleges: The Principals shall update the resignation details in the university system latest by 4:00 PM on January 6, 2025 and email the signed resignation list along with the undertaking forms at appgadmissions2021@gmail.com. Failure to do so would make the resignation invalid.

Candidate Responsibilities and Key Points

1. Finality of Resignation: After a candidate avails of the Free Exit option, his resignation is irreversible. Vacated seats cannot be recovered and shall not be made available in Phase-III counseling.
2. Eligibility for Phase-III: Candidates who resign will be eligible to participate in Phase-III counseling, if they meet the eligibility criteria.
3. Vacated Seats: All vacated seats will be added to the pool for Phase-III counseling.
4. Quota Transition Rules: Candidates holding Competent Authority Quota (CQ) seats must resign before the start of Management Quota (MQ) Phase-III counseling if they wish to participate exclusively in MQ counseling.

Restrictions and Financial Penalties

The guidelines also stipulate the following restrictions and penalties:

• No Deadline Extensions: The Free Exit deadline will not be extended under any circumstances.
• Dual Reporting: Strictly prohibited, and candidates cannot report under more than one state quota or counseling allotment. Violations would attract very serious penalties, up to disqualification.
• Discontinuation Fee: The candidates who do not resign within the Free Exit timeline but wish to discontinue their course after admission will be charged ₹3,00,000 plus 18% GST as a discontinuation fee.
